Age and Opportunity

The Genesis of Age & Opportunity

In 1954, the City of Winnipeg was awakened to the needs of its most senior citizens. New developments in medicine had begun extending people's life spans and increased the number of people living into their sixties and up – including a large ratio who came through the depression years when making or saving money was difficult. The Welfare Council of Greater Winnipeg undertook a major study of this new, older population. Prompted in part by the fact that Winnipeg's aged population had almost doubled since 1941, the study was financed by The Winnipeg Foundation and was the first survey of its kind in any Canadian city. It was called Age and Opportunity, and became the agency's namesake.

Age Friendly Manitoba

The Age-Friendly Manitoba Initiative was announced in February 2008 at the Age-Friendly Communities Summit in Portage La Prairie. Our vision is to create communities that:

  • value and support the contributions of older people;
  • celebrate diversity, refute ageism and reduce inequities; and
  • provide age-friendly environments and opportunities for healthy choices that enhance independence and quality of life.

Our goal of Age-Friendly Manitoba Initiative is simple: To make Manitoba the most age-friendly province in Canada.

BC Care Providers Association (BCCPA)
Based in Vancouver, BCCPA's 150+ members provide residential care, assisted living and home support to over 10,000 BC seniors each day. The membership is comprised of non-profit (approx. 35%) and privately operated (approx. 65%) providers who deliver contracted services for the BC's five health authorities. www.bccare.ca

Denominational Health Association (DHA)
Denominational Health Association (DHA) was established in 1995 to represent the owners of British Columbia's faith-based health care facilities in strengthening understanding between them and government. Our members, who are associated with twelve religious denominations, are the 24 owners of more than 60 facilities. We employ 15,000+ individuals. The combined annual operating budgets of our member organizations is approximately $1.3B. Care is provided across the continuum in 6125 beds.

Alberta Continuing Care Association (ACCA)
Based in Edmonton, the ACCA is a voluntary, non-profit organization representing owners and operators of continuing care (long term care and designated assisted living) operating over 120 facilities as well as an additional 40 home care and support organizations throughout the province of Alberta. ACCA membership is a unique alliance of Private (43%), non-profit (36%) and public (21%) sector providers of long term care (71%), designated assisted living (10%) and home care and support (19%) organizations delivering Alberta Health Services (AHS) contracted care to over 46,000 Albertans in the continuing care system. Long Term & Continuing Care Association of Manitoba (LTCAM)
The Long Term & Continuing Care Association of Manitoba (LTCAM) is a not for profit corporation with almost 100 members, representing over 4,500 beds and suites and approximately 5,000 staff across the continuum of care. In 1959, our founding members consisted of a few ‘nursing home’ owners. Today, we represent non-profit (49%) and private (51%) independent living, supportive housing and personal care home residences, spanning all five regional health authorities across Manitoba. Our membership has tripled in the last few years and has become much more diverse. Our primary objective is to advocate on behalf of seniors in Manitoba and the staff at the residences who serve them, throughout the long term care continuum. www.ltcam.mb.ca

Ontario Long Term Care Association (OLTCA)
Based in Toronto, OLTCA has 430 member long term care homes operating in communities throughout Ontario, providing care and accommodation services to nearly 50,000 residents. This represents approximately 70% of the province's total long term care homes and 66% of the long term care residents. OLTCA advocates for practical solutions that advance the capacity of long term care to meet the changing needs of residents. The membership is comprised of not-for-profit, charitable, municipal and private sector care providers delivering contracted services for the Ontario's fourteen health authorities. www.oltca.com

Yukon Department of Health and Social Services Continuing Care
Yukon Department of Health and Social Services Continuing Care is committed to the development and delivery of comprehensive care and services, providing long term care, home care and regional therapy services for citizens of Yukon. There are 5 long term care homes in Yukon. Birch Lodge, Copper Ridge Place, Thomson Centre and Whistle Bend Place are located in Whitehorse. McDonald Lodge provides care services in Dawson City.

New Brunswick Association of Nursing Homes (NBANH)
NBANH has more than 60 members that provide residential care, assisted living and home support to over 4,000 New Brunswick seniors each day. The membership is comprised of private care providers who deliver contracted services for New Brunswick's two regional health authorities. www.nbanh.com

Health Association Nova Scotia (HANS)
Health Association Nova Scotia is a membership driven association of health and community service organizations spanning the full health continuum in Nova Scotia. Established in 1960, we have grown to offer a variety of service to 127 members across the province. With over 50 years of experience, we continue to evolve and respond to the dynamic needs of our members and the demands of the health and community services systems. Our members come from a wide range of health and community service providers from across the province. These include the nine district health authorities, the IWK Health Centre, nursing homes/homes for the aged, adult residential centres and regional rehabilitation centres, home care organizations (visiting nursing and home support agencies), group homes, small options, health care foundations and regulatory bodies as well as community-based health providers. The Prince Edward Island Nursing Home Association represents approximately 500 of the 1,040 nursing home beds in the province. The population of PEI is 143,000 and beds per thousand people over the age of 75 is 110. www.healthpei.ca


Canadian Caregiver Coalition

The Canadian Caregiver Coalition is the national voice for the needs and interests of family caregivers. They are a bilingual, not-for-profit organization made up of caregivers, caregiver support groups, national stakeholder organizations and researchers. Canadian Coalition for Seniors Mental Health

The Canadian Coalition for Seniors' Mental Health (CCSMH) is hard at work ensuring that seniors' mental health is recognized as a key Canadian health and wellness issue. Elder Abuse

The excellent quality of life we enjoy in Manitoba is a result of the efforts of seniors who forged our history, enriched our lives, and shaped our future. Seniors deserve respect and the right to be safe from harm by those who live with them, care for them or come into day-to-day contact with them. Sometimes, however, older people are not treated with respect. This video Who should I tell? (Elder Abuse Awareness Video) has been created to help create more awareness of the abuse of older adults. Sometimes, disrespect crosses the line into abuse. E.R.I.K. Emergency Response Information Kit

Emergency Response Information Kits (E.R.I.K.) are designed for individuals at risk of requiring emergency transport to a hospital. These kits allow you to fill in your personal health information, including name, address, health card numbers, next of kin, family physician, medical history, allergies and medications, health care directive and organ donor card. Paramedics are trained to look for these kits when responding to a medical assistance call and will bring them to the hospital to ensure care staff has the most up to date information about you. Medical Assistance in Dying (MAID) Guidance

Medical assistance in dying (MAID) is now legal in Canada. For the first time, people can receive help in ending their life. This is permissible when the person is a competent adult in an advanced state of irreversible decline from an illness, disease, or disability that causes enduring and intolerable suffering to them and where their natural death is reasonably foreseeable.

Every question from a patient about assisted death signifies that the patient is, or is worried about, suffering and is an opening for a dialogue with that individual. It is important to explore the reasons for the request in order to understand what supports might be helpful, and whether the patient has unmet needs. 

At the moment, formal requests are referred to the Provincial Clinical Team responsible for MAID.  This team also acts as a resource for patients, families, and health care professionals. They can be reached by email at [email protected], or by phone at 204-926-1380.

Patients who make a formal request for MAID will be assessed by members of the Provincial Clinical Team to ensure they meet the eligibility criteria, and that they are capable of making an informed, voluntary decision. The process involves multiple sessions with the patient.

Palliative Manitoba

Palliative Manitoba is a non-profit community based charitable organization that provides grief support and education to the province. Grief services include one-to-one telephone support by trained bereavement volunteers for individuals grieving the loss of any kind; monthly grief seminars hosted by local funeral homes; support services for grieving kids and teens; and our annual Memory Tree. Our other core service is our Volunteer Visiting program that provides individuals who are living with a life-threatening illness with companionship. This service is offered both in the community and in palliative care units at Riverview Health Centre and St. Boniface Hospital. We provide palliative care education in the form of our Compassionate Care Course for volunteers and community members. Customized Compassionate Care Courses are also available for WRHA Health Care Aides, Direct Support Workers, and First Nations communities.


Primary Caregiver Tax Credit

This credit recognizes the vital support caregivers provide to those needing care. Manitoba’s Primary Caregiver Tax Credit provides a refundable credit of up to $1,400 a year to people who act as primary caregivers for spouses, relatives, neighbours or friends who live at home in Manitoba. For this tax credit, people requiring care must be assessed at Level 2 or higher under the Manitoba Home Care Program guidelines. They are assessed based on the amount and type of care required for tasks like bathing, dressing, eating meals, mobility and receiving medical care. Level 1 requires minimal care in most cases and is not eligible.

Caregivers may claim the tax credit for each of up to three care recipients, at any one time.

This credit is refundable and not income tested. This means you can claim it even if you do not have taxable income. The credit may defray your caregiver expenses such as shopping, transport, outings and respite.

  • How do I access Long Term Care and Housing Services?
  • If you are living in the community, the Home Care program provides home health care services. Services can be requested by you (as an individual), your family, or by your doctor by calling the WRHA Home Care Intake Line at (204) 788-8330. Once Home Care receives a request for service, a Home Care Coordinator will meet you at home to discuss your care needs.
